Document Title: Policy Clarification Memo 21-002: COVID-19 Emergency Rule for Service by Certified Mail.

Subject: PCM 21-002.

Effective Date: May 20, 2021.

Document Description: This policy clarification memo explains changes to what is considered valid service due to emergency rule WSR 20-09-081 stating the United States Postal Service may sign for certified mail.
