PREPROPOSAL STATEMENT OF INQUIRY

Subject of Possible Rule Making: Possible updates to chapter 194-24 WAC to adopt by reference a more recent version of any standard or test method established in that chapter or chapter 19.260 RCW. Potential updates include, but are not limited to, the California rule adopted by reference for computers and monitors and version B of the water heater communication standard ANSI/CTA-2045.
Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 19.260.040(1), 19.260.070(7), 19.260.080(1).
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: Maintaining consistency with current versions of standards that are adopted by reference promotes consistency across jurisdictions, reduces the likelihood of conflicting requirements on manufacturers, and ensures that consumers are protected from outdated product versions.
Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: United States Department of Energy. In some instances, federal appliance standards preempt state standards.
Process for Developing New Rule: Standard rule-making process.
