Subject of Possible Rule Making: WAC 308-56A-140, 308-56A-420, and 308-56A-425.
Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 46.01.110.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: Updates to current rules are required to enact and memorialize the statutory changes resulting from HB [SHB] 1790, passed in 2022. These rule updates will align rule with statute and provide greater clarity on the requirements and procedures for issuing temporary license plates.
Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: We will consult with our enforcement partners in the law enforcement community, including the Washington state patrol.
Process for Developing New Rule: Internal review and required for statutory alignment.
