Chapter 200-230 WAC, Requirements for commemorative and art works on state capitol grounds | The campus commemorative and art works rules were put in place 24 years ago and have not received a comprehensive review and update since first adopted. Rule making is needed to make the rules clear, current, and understandable, as well as close operational gaps. | We anticipate initially filing an interpretive policy statement to clarify definitions and establish the process for submitting a commemorative work or work of art proposal to the department. Rule making will follow in 2024 |
Chapter 200-330 WAC, Small works roster | The 2023 legislature passed E2SB 5268, Efficiency and equity in public works contracting, to increase equity in public works contracting by helping small, minority, women, and veteran-owned businesses secure public works contracts. Key elements of the bill: • Establish a statewide works roster and a small business certification program. • Align financial thresholds throughout the state. • Add a direct contracting option. • Require DES to create public works bid templates for state agencies with public work authority. Rule making is needed to align the current rules with the bill. | The CR-101 was filed 2023. We anticipate filing proposed rules (CR-102) early fall 2023. |
