1. Define terms used in HB [ESHB] 1914:
• Total actual investment.
• Marginalized community.
• Family wage jobs with benefits.
2. Establish baseline for "changes in Washington's share of the film employment market."
Currently, commerce is working with Filmworks conducting industry research and stakeholder engagement.

Chapter 194-50 WAC
Rule making to implement SB 5722 (2022) which expands the Clean Buildings Act and requires commerce to develop a building performance standard for a new tier of buildings.
CR-101: Filed fall 2022 (allows the buildings team time to do workshops and stakeholdering).
CR-102: Filed in September 2023
CR-103: The small business economic impact statement will all be completed and filed in fourth quarter 2023.

Chapter 365-175 WAC
Chapter 43.330 RCW
(HB [SHB] 1250, 2023)
Rule making to implement a new low-income home rehabilitation grant program in chapter 43.330 RCW to award funding from the low-income home rehabilitation account created in RCW 43.330.488.
Currently, commerce is reviewing the requirements in HB [SHB] 1250 and planning for a prolonged stakeholder engagement period to satisfy the environmental justice assessment requirements in the HEAL Act.

Update appliance standards for air purifiers, residential ventilating fans, and electric vehicle supply equipment per new federal energy start standards.
Commerce filed the CR-102 and draft rules on November 22, 2023, and is holding a public hearing on January 22, 2024.
Commerce plans to file the CR-103 and final rules by the end of January 2024 for final adoption date of mid-February.

Chapter 365-196 WAC
To incorporate recently enacted legislation for housing, urban growth areas, and the rural element in chapter 365-196 WAC. This includes changes in how local government plans for affordable housing, increases in residential density, accessory dwelling units, tiny housing, design review, local project review, urban growth area swaps, and infill development in limited areas of more intensive rural development.

Chapters 365-196, 365-199, 365-190, 365-195 WAC
To create and update rules associated with ESSHB [E2SHB] 1181 (2023) adding a climate element to comprehensive plans under RCW 36.70A.040. HB [E2SHB] 1181 creates a new regulatory requirement for commerce and requires commerce to update the WAC by December 2025.
