Effective Date of Rule: Immediately upon filing.
Purpose: The purpose of this rule is to close fox trapping within the exterior boundaries of the Mount Baker-Snoqualmie, Okanogan, Wenatchee, and Gifford Pinchot National Forests to prevent accidental take of state endangered Cascade red fox.

Under RCW
34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: This rule is necessary to protect Cascade red fox populations, which are listed as an endangered species in Washington state. There is insufficient time to adopt permanent rules.

WAC 220-417-01000ATrapping seasons and regulations.
Effective immediately, through March 31, 2024, the provisions of WAC 220-417-010 regarding trapping seasons for Fox shall be modified as described below. All other provisions of WAC 220-417-010 not addressed herein remain in effect unless otherwise amended by emergency rule:
Fox trapping is CLOSED within the exterior boundaries of the Mount Baker-Snoqualmie, Okanogan, Wenatchee, and Gifford Pinchot National Forests. Effective immediately.
