Reasons Supporting Proposal: Outdated and unnecessary.

Statutory Authority for Adoption: Chapter 34.05 RCW and RCW 28B.50.140(13).

Statute Being Implemented: Repealing WAC 132L-136-026.

Rule is not necessitated by federal law, federal or state court decision.
