Interim Policy Statement Addressing Performance Measures and Goals, Targets, Performance Incentives, and Penalty Mechanisms

The legislature directed the utilities and transportation commission (UTC), in section 1 of ESSB 5295, to conduct a proceeding to develop a policy statement addressing alternatives to traditional cost of service rate making, including performance-based measures or goals, targets, performance incentives, and penalty mechanisms.

As directed by the legislature, on April 12, 2024, UTC issued a policy statement to provide guidance, preferences, and expectations for baseline performance measures within near-term multiyear rate plan filings. This is an interim policy statement until future phases of the proceeding are complete.
