Title or Subject: Medicaid State Plan Amendment (SPA) 24-0029 Per Diem Rates including SUPP Services in Non-Publicly Owned Hospitals.

Description: The health care authority (HCA) intends to submit SPA 24-0029 to add language to the medicaid state plan regarding reimbursement for per diem rates for nonpublicly owned hospitals. The added language will clarify that per diem rates may be increased for: Specific services or provider types as directed by the Washington state legislature; and services provided in nonpublicly owned hospitals under the substance using pregnant people (SUPP) program, which is an exception to the per diem rate determination for specialty services.

SPA 24-0029 is expected to increase the annual aggregate per diem payment for SUPP services at nonpublicly owned hospitals by 55 percent, an aggregate annual increase of $5,526,013.

SPA 24-0029 is under development. HCA would appreciate any input or concerns regarding this SPA.
