In accordance with RCW 34.05.230(12), following is a list of policy and interpretive statements issued by the department of social and health services.

Document Title: Policy Clarification Memo 24-003: Withholding from Blake Refunds.

Subject: Withholding from Blake refunds.

Effective Date: May 28, 2024.

Document Description: In 2021, a Washington supreme court decision, State v. Blake, found certain drug possession statutes to be unconstitutional. An individual can apply for the conviction to be vacated and a refund for the costs paid related to the conviction. The policy explains how DCS will withhold from these refunds.
