TOBACCO SETTLEMENT AUTHORITY

Title of Rule and Other Identifying Information: Repeal of Title 465 WAC, Tobacco settlement authority.
Purpose of the Proposal and Its Anticipated Effects, Including Any Changes in Existing Rules: The tobacco settlement authority (authority) is repealing Title 465 WAC because the authority is dissolving pursuant to RCW 43.340.110.
Reasons Supporting Proposal: On May 15, 2024, the authority effected the mandatory redemption of all of its outstanding bonds in whole and on June 24, 2024, the board of the authority voted to dissolve under the conditions set forth under RCW 43.340.110. Title 465 WAC is no longer necessary because the authority's purpose and obligations have been fulfilled and the authority is dissolved.
Statutory Authority for Adoption: RCW 43.340.110.
Statute Being Implemented: Not applicable.
Rule is not necessitated by federal law, federal or state court decision.

This notice meets the following criteria to use the expedited repeal process for these rules:
The rule is no longer necessary because of changed circumstances.
Explanation of the Reason the Agency Believes the Expedited Rule-Making Process is Appropriate: The authority qualifies for the expedited rule-making process because the rule is no longer necessary due to changed circumstances. Title 465 WAC is no longer needed because the tobacco settlement authority has fulfilled its statutory purpose and has voted to dissolve pursuant to RCW 43.340.110.
