NOTICE
Title or Subject: Medicaid State Plan Amendment (SPA) 24-0044 Community First Choice (CFC) Updates and Waiver (WA.0049, WA.0443, WA.1086) Amendments.
Effective Date: January 1, 2025.
Description: The health care authority (HCA) and the aging and long-term support administration (ALTSA) in the department of social and health services (DSHS) intend to submit SPA 24-0044 to update information for community first choice (CFC) services and submit amendments to the home and community-based services community options program entry system (COPES) waiver, new freedom waiver, and residential support waiver (RSW) as described below:
CFC State Plan Amendment 24-0044:
Add six years of professional/practical social service experience performing functions equivalent to a social service specialist 2 to the qualifications of individuals performing evaluations/assessments.
COPES Waiver (WA.0049):
Add six years of professional/practical social service experience performing functions equivalent to a social service specialist 2 to the qualifications of individuals performing evaluations/assessments.
Update the adult day care service definition to remove the manual reduction of personal care service hours by 30 minutes for each hour of adult day care and add that adult day care services are accounted for in the CARE assessment as informal support.
Add a new provider type of death doula in the service of client support training and wellness education.
Residential Support Waiver (WA.1086):
Add six years of professional/practical social service experience performing functions equivalent to a social service specialist 2 to the qualifications of individuals performing evaluations/assessments.
Add a new service of community choice guiding.
Update the number of individuals living in adult family homes with specialized behavior support service from six people to eight people.
New Freedom Waiver (WA.0443):
Add six years of professional/practical social service experience performing functions equivalent to a social service specialist 2 to the qualifications of individuals performing evaluations/assessments.
SPA 24-0044 is expected to have no effect on annual aggregate payment/expenditures for personal care services in the CFC program.
SPA 24-0044 is in the development process; therefore, a copy is not yet available for review. HCA and DSHS would appreciate any input or concerns regarding this SPA.
