Licensing Standards for Kinship Caregivers: Amending rules to remove child-specific items to accommodate a new WAC chapter that will outline the licensing standards for kinship caregivers. This will allow for DCYF to issue child-specific licenses to kinship caregivers and eliminate the need to use nonsafety exemptions and waivers. This will reduce barriers and create better equity for kinship caregivers trying to become licensed. These updates will also provide greater stability and outcomes for children entering foster care.

Chapters 110-300,
110-301,
110-302
Foundational Quality Standards: Amending selected sections of chapter 110-300 WAC, Foundational quality standards for early learning programs; chapter 110-301 WAC, Foundational quality standards for school-age programs; and chapter 110-302 WAC, Foundational quality standards for outdoor naturebased child care. The current WAC wording is a source of confusion, extra work, and frustration for both licensing staff and the child care provider communities that DCYF serves. In addition, it has resulted in an inability to maintain healthy boundaries for children, families, providers, and DCYF. Other types of fixes require more repetitive maintenance.
