PREPROPOSAL STATEMENT OF INQUIRY
DEPARTMENT OF HEALTH

Subject of Possible Rule Making: Psychologist and psychology associate fees; the department of health (department) is considering revisions to WAC 246-924-990 Psychology fees and renewal cycle, to: (1) Update application, renewal, and other fees for a psychologist license; (2) establish a fee schedule for a licensed psychological associate license; and (3) establish a fee schedule for participation in the psychology interjurisdictional compact (psypact).
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: RCW
43.70.250 requires that the costs of each professional licensing program "be fully borne by the members of that profession" through fees. The examining board of psychology's (board) fees were last adjusted by the department in 2019. Since then, program expenses have grown, so that revenue collected through fees is no longer sufficient to administer the program and maintain an appropriate reserve balance.
Rule making to amend and establish fees is necessary to consider the following issues:

• | Establishing fees for the new licensed psychological associate credential, created by E2SHB 2247 (chapter 371, Laws of 2024); |
• | Establishing fees for participation in psypact, adopted by SHB 1286 (chapter 5, Laws of 2022); and |
• | Amending psychologist licensure fees, authorized by RCW 18.83.060, 18.83A.130, 43.70.250, and 43.70.280. |

Additional comments: Interested parties can participate in drafting the proposed rules. The department and the board will be conducting rules workshops with interested parties and subject matter experts.
