Pursuant to RCW
34.05.230, the department of labor and industries' (L&I) field services and public safety division issued the following policy statement.

Policy: Elevator Program Policy 07-16-105.
Title: Enforcement of American Society of Mechanical Engineers (ASME) A17.3-2015 Safety Code for Existing Elevators and Escalators Enforcement.
Effective: February 24, 2025.
Description: This new policy suspends enforcement of ASME A17.3-2015. Elevator stakeholders have raised concerns about the cost and other impacts from the adoption of ASME A17.3-2015 and confusion on how the now-expired timelines impact compliance under WAC 296-96-23000. L&I reviewed the history of incidents and the existing elevator rules and determined that additional review of the ASME A17.3-2015 requirements is appropriate. L&I, under law, has authority to do this work under RCW
70.87.110 and
70.87.020. This policy shall remain in effect until L&I adopts later versions of elevator code through the rule-making process. While L&I works on rule making, this exception policy provides proven safe minimal expectations for compliance.
