WITHDRAWAL OF PROPOSED RULES
EDMONDS COLLEGE

Edmonds College (college) is wishing to withdraw from our current permanent rule-making process for chapter 132Y-125 WAC, Student code of conduct, and chapter 132Y-300 WAC, Nondiscrimination and harassment policy, effective immediately. The college submitted a CR-102 form on November 18, 2024, which was assigned WSR 24-23-071. Both WAC were amended to comply with United States Department of Education (DOE) Title IX guidelines issued on April 19, 2024, with a compliance date of August 1, 2024.
On January 9, 2025, the United States District Court for the Eastern District of Kentucky issued a decision that vacated the entirety of the 2024 Title IX rule nationwide. On January 20, 2025, President Trump issued an executive order, "Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government," ordering all agencies and departments within the federal executive branch to "enforce all sex-protective laws to promote [the] reality" that there are "two sexes, male and female," and that "[t]hese sexes are not changeable and are grounded in fundamental and incontrovertible reality."
On February 4, 2025, DOE issued a "Dear Colleague" letter stating:
"In light of the recent federal court decision vacating the 2024 Title IX Rule, and consistent with President Trump's Defending Women Executive Order, the binding regulatory framework for Title IX enforcement includes the principles and provisions of the 2020 Title IX Rule and the longstanding Title IX regulations outlined in 34 C.F.R. 106 et seq., but excludes the vacated 2024 Title IX Rule."
On March 14, 2025, the college board of trustees voted to rescind current emergency rules relative to the WAC, and the college is no longer moving forward with the permanent rule-making process.
