     On page 26, after line 14, insert:

     "(h)  Establish the quality schools academy.  The objective of the academy shall be to advance quality school development based upon the "All Kids Can Learn" process.  The academy shall provide assistance in the knowledge, accountability, and leadership skills required in the restructuring process; oversee program evaluation and audit; provide consultation and assistance services; and perform other activities intended to advance quality school development;"

Reletter remaining subsections, and correct internal references accordingly.
