     On page 7, line 9 of the amendment, after "shorelines" insert "; and (b) any pipeline any part of which is located in, on, or under any land of the state, including submerged land, that because of its location, could reasonable be expected to cause substantial harm to the environment by discharging oil into or on the waters of the state or the adjoining shorelines"

EFFECT:  Includes pipelines located on or near any waters of the state from which oil may cause significant harm to the environment within the definition of a facility.
