On page 54, beginning on line 1 of the striking amendment, strike all material through "standards." on line 9, and insert "(1) It is the intent of the legislature that the state take advantage of the best emission control systems available on new motor vehicles. The department shall conduct a study to determine if requiring new gasoline or diesel-powered vehicles sold in the state to meet California vehicle emission standards will provide a significant benefit to attaining federal air quality standards. (2) The department shall report the findings of its study to the appropriate standing committees of the legislature. The department shall include in its report a recommendation on whether or not california emission standards should be adopted. The department shall not pursue adopt of california vehicle emission standards until directed, by the legislature, to do so.

(3) In the event that california vehicle emission standards are adopted, the department shall not include a program for in-use testing and recall of vehicles required to meet california emission standards"

EFFECT: Requires Ecology to conduct study of california emission standards and to report to legislature prior to adopting standards. Prohibits Ecology from implementing a program to ensure that used vehicles meet emission standards.
