     On page 1, line 1 of the title, after "indebtedness;" strike the remainder of the title and insert "and reenacting and amending RCW 39.42.060."

EFFECT:  Deletes the requirement for $1 billion of the additional debt capacity created by raising the limit to be earmarked for school construction, housing, recreation and wildlife, and higher education.
