    On page 21, after line 14, strike section 25, and insert the following:

    "NEW SECTION. Sec. 25.  The sum of four hundred twenty-nine thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1993, from the general fund to the department of licensing to carry out the purposes of this act."
