      On page 3, after line 28, insert:

      "This section shall not apply to areas zoned by a city or town as exclusively heavy industrial, as defined under the city or town zoning code or ordinance."

      On page 4, after line 11, insert:

      "This section shall not apply to areas zoned by a county as exclusively heavy industrial, as defined under the county zoning code or ordinance."

EFFECT: The requirement that a substation may only be sited by a special or conditional use permit, after a public hearing on the permit, does not apply to areas zoned as exclusively heavy industrial.
