     On page 29, line 23, after "feasible." insert "In no case shall the transportation commission implement competitive service on a passenger-only service route where an existing private franchise has previously been granted by the state."

EFFECT:  Would prohibit Transportation Commission from locating state passenger-only ferry where a franchise already exists.
