On page 22, after line 17, strike all material through "appropriation." on page 22, line 36, and insert the following:

"(d) The department shall provide up to $2,000,000 of the amounts provided under (a) and (c) of this subsection for grant and loan requests by eligible organizations to fund projects that incorporate innovative design techniques and increased density into affordable housing projects.

"(e) The Washington housing trust fund appropriation is provided solely for the department to contract with the University of Washington college of architecture for a study on various innovative design techniques that can be used in affordable housing projects. No indirect costs of the contracting agent may be paid from this appropriation."

EFFECT: Allocates $2 million from the capital budget appropriation to encourage the development of affordable housing projects that incorporate design and increased density into affordable housing projects.

Directs the University of Washington to study innovative design techniques that can be used in affordable housing projects.
