     On page 2, after line 7, insert:

     "NEW SECTION. Sec. 2. A new section is added to chapter 80.36 RCW to read as follows:

     If the commission authorizes a telecommunications company to provide services that automatically display the caller's name, telephone number, or other identifying information, the commission shall require the telecommunications company to permit a caller at no charge to withhold or "block" the display of such identification of the caller for all out-going calls made on that line or on an individual call basis.  The commission shall direct every telecommunications company to notify its subscribers on the availability of line blocking and call blocking."

     On page 1, line 1 of the title, strike "and amending RCW 9.73.070" and insert "amending RCW 9.73.070; and adding a new section to chapter 80.36 RCW"

EFFECT:  Requires the Utilities and Transportation Commission to require that Caller ID, if offered, provide for either line blocking or call blocking at no charge.
