     On page 2, after line 7, insert:

     "NEW SECTION. Sec. 2. A new section is added to chapter 80.36 RCW to read as follows:

     If the commission authorizes a telecommunications company to provide services that automatically display the caller's name, telephone number, or other identifying information, the commission shall require the telecommunications company to permit a caller at no charge to withhold or "block" the display of such identification of the caller for all out-going calls made on that line .  The commission shall direct every telecommunications company to notify its subscribers on the availability of line blocking."

     On page 1, line 1 of the title, strike "and amending RCW 9.73.070" and insert "amending RCW 9.73.070; and adding a new section to chapter 80.36 RCW"

EFFECT:  Requires the Utilities and Transportation Commission to require that Caller ID, if offered, provide for line blocking at no charge.
