     On page 2, after line 7, insert:

     "NEW SECTION. Sec. 2. A new section is added to chapter 80.36 RCW to read as follows:

     Prior to approving any automatic caller, number, or location identification telecommunications service, other than enhanced 911, the commission, in conjunction with one or more telecommunications companies, shall conduct a pilot study to determine the benefits and disadvantages to automatic caller, number, or location identification services.  The pilot study shall specifically compare the benefits of automatic number or caller identification with call trace in reducing and in responding to complaints related to menacing or harassing telephone calls.  The pilot study shall also compare the benefits and disadvantages of services which provide for blocking of the display of the caller's name and number on calls from the subscriber's line."
