On page 3, after line 17, insert:
NEW SECTION. Sec. 2. The legislature finds that requiring motor vehicle passengers to wear safety belts protects human life and promotes the public health, safety, and welfare. Providing additional incentive for individuals to wear safety belts furthers the legislatures interest in protecting human life. The protection provided by this act is particularly important for those individuals less able to make a decision to wear a safety belt, passengers under the age of sixteen years and the unborn life carried by a pregnant passenger. In view of the legislature's intent to protect human life, it is incompatible that the legislature provide funding to any program administered in whole or in part by the state, that directly harms a human life, including the voluntary termination of a pregnancy.
EFFECT: Adds new section expressing the legislature's intent to protect human life.
