     On page 2, after line 24, insert a new subsection:

     "(4)  The fees charged industrial other dischargers shall not be used by the department to subsidize the costs of activities authorized under subsection (1) for municipal dischargers; and, the fees charged municipal dischargers shall not be used by the department to subsidize the costs of activities authorized under subsection (1) for industrial and other dischargers."

     Renumber the remaining subsections sequentially.

EFFECT:  Directs that fees to different categories of users shall be directly related to the department costs to administer the permit process.
