     On page 11, beginning on line 18, strike "The public project labor" and insert "The civic improvement tasks"

 

     On page 11, beginning on line 21, strike "Project labor" and insert "Civic improvement tasks"

 

     On page 11, on line 22, after "entity."  Insert "The civic improvement tasks shall have minimal negative impact on existing private industries or the labor force in the county where the service or labor is performed.  The civic improvement tasks shall not affect employment opportunities for people with developmental disabilities contracted through sheltered workshops as defined in RCW 82.04.385.  In case any dispute arises as to a civic improvement task having more than minimum negative impact on existing private industries or labor force in the county where their service or labor is performed, the matter shall be referred by an interested party, as defined in RCW 39.12.010 (4), for arbitration to the director of the department of labor industries of the state."

 

 

 


EFFECT:  Clarifies that the projects authorized to be done by offender work crews will not be in conflict with existing private industries, the labor force in the county,  or developmentally disabled groups working in sheltered workshops.  The Director of Labor and Industries is given the authority to resolve conflicts when labor or private industry feel they are being negatively impacted by the tasks conducted by the work crews.
