     On page 2, line 15, strike "July 1, 1993." and insert "January 1st of the year after the insurance commissioner certifies that there are at least ten states which do not impose any retaliatory taxes, licenses, fees, deposits, or other retaliatory obligations or prohibitions, or which grant, on a reciprocal basis, exemptions from all retaliatory taxes, licenses, fees, deposits, and other retaliatory obligations and prohibitions to insurance companies domiciled in this state."

EFFECT:  Delays effective date until 10 states adopt similar provisions.
