    On page 10, after line 13, insert the following:

 

    "NEW SECTION.  Sec. 15.  Two hundred thousand dollars of the revenue generated from license fees under this chapter shall be placed each biennium into the dedicated regional game fish enhancement group account created in section 18 of this act, for the purpose of funding the activities of the regional game fish enhancement groups under section 16 of this act."

 

    "NEW SECTION.  Sec. 16.  The legislature authorizes the formation of regional game fish enhancement groups.  These groups shall be eligible for state financial support, shall be actively supported by the department, and shall operate strictly on a nonprofit basis.  The regions in which each group operates shall be determined by the director in consultation with the regional game fish enhancement group advisory board.  

    The regional game fish enhancement groups shall seek to enhance the game fish resources of the state by maximizing volunteer efforts and shall seek to supplement the fishery enhancement capability of the department.  The regional game fish enhancement groups shall seek to assist the department in achieving the goal of doubling game fish production by the year 2000 under RCW 77.12.710.  Each regional game fish enhancement group shall be incorporated under Title 24 RCW.  Any interested person or group shall be permitted to join.  It is desirable for the group to have representation from all classes of fishers, persons who have an interest in game fishing within the region, and the general public."

 

    "NEW SECTION.  Sec. 17.  The regional game fish enhancement group advisory board is established to review project proposals from the regional game fish enhancement groups and to make recommendations to the director regarding proposal funding.  The advisory board shall consist of seven members appointed by the director.  Membership on the board shall include sport fishers representing a cross section of game fishers in the state.  The director, in consultation with the regional game fish enhancement group advisory board, shall develop objective criteria for funding of proposals."

 

    "NEW SECTION.  Sec. 18.  The dedicated regional game fish enhancement group account is created in the custody of the state treasurer.  Only the director or the director's designee may authorize expenditures from the account.  The account is subject to allotment procedures under chapter 43.88 RCW, but no appropriation is required for expenditures.  The account shall be used exclusively for regional game fish enhancement group projects.  The department may use the account's funds for administrative costs and to provide agency assistance to the regional game fish enhancement groups.  The amount of account funds used by the department shall be determined by the director after the regional game fish enhancement groups advisory board has reviewed and made recommendations for expenditures.  The department shall not pay more than twenty percent of annual contributions to the account in administrative costs."

 

    "NEW SECTION.  Sec. 19.  The department and the regional game fish enhancement group advisory board shall report by June 30 of each odd-numbered year to the senate environment and natural resources committee, the house of representatives fisheries and wildlife committee, the senate ways and means committee, and the house of representatives fiscal committees, or any successor committees. The report shall include, but shall not be limited to, the following:

    (1) An evaluation of enhancement efforts;

    (2) A description of projects;

    (3) A region-by-region accounting of all financial contributions and expenditures including the regional game fish enhancement group account funds; and

    (4) Volunteer participation and member affiliation."

 

    "Sec. 20.  RCW 77.12.170 and 1989 c 314 s 4 are each amended to read as follows:

    (1) There is established in the state treasury the state wildlife fund which consists of moneys received from:

    (a) Rentals or concessions of the department;

    (b) The sale of real or personal property held for department purposes;

    (c) Except as provided in section 15 of this 1991 act, the sale of licenses, permits, tags, stamps, and punchcards required by this title;

    (d) Fees for informational materials published by the department;

    (e) Fees for personalized vehicle license plates as provided in chapter 46.16 RCW;

    (f) Articles or wildlife sold by the director under this title;

    (g) Compensation for wildlife losses or gifts or grants received under RCW 77.12.320;

    (h) Excise tax on anadromous game fish collected under chapter 82.27 RCW; and

    (i) The sale of personal property seized by the department for wildlife violations.

    (2) State and county officers receiving any moneys listed in subsection (1) of this section shall deposit them in the state treasury to be credited to the state wildlife fund."

 

    "NEW SECTION.  Sec. 21.  Sections 15 through 19 of this act are each added to chapter 77.12 RCW."

 

    Renumber the remaining sections consecutively and correct any internal references accordingly.
