On page 3, after line 13 insert:

"(7) Fees shall not be charged for permit applications for activities regulated under chapter 76.09 RCW involving waters classified as type 4 water or type 5 water by the rules of the forest practices board. Fees shall not be charged for permit applications for activities regulated under chapter 76.09 RCW relating to hanging or operating a yarding cable and resultant clean-up activities involving waters classified as type 3 water by the rules of the forest practices board."

Renumber subsections consecutively and correct any internal references accordingly.

EFFECT: Exempts forest practices involving type 4 and 5 waters from fees. Also exempts yarding activity over type 3 waters.
