Renumber remaining sections consecutively and correct internal references accordingly.

EFFECT:  Removes the $985,000 General Fund operating appropriation and the $5,675,000 state-bonded capital appropriation.  Also deletes the requirement for a plan to locate a new Department of Natural Resources regional headquarters next to the Olympic Natural Resources Center.
