     On page 10, after line 24, insert the following:

"(19) The secretary may establish student loan forgiveness and conditional scholarship programs to recruit and retain qualified professionals within the community mental health work force when the secretary has determined a shortage of such professionals exists."

EFFECT:  Authorizes the Secretary of the Department of Social and Health Services to establish student loan forgiveness and conditional scholarship programs to recruit and retain community mental health professionals.
