     On page 17, line 25, strike "pamphlet" and insert "document"

     On page 18, line 3, after "(9)" insert "For any election in which voter approval is sought for a high capacity transportation system plan and financing plan pursuant to RCW 81.104.040, a local voter's pamphlet shall be produced as provided in chapter 29.81.A RCW.

EFFECT:  Requires that a local voter's pamphlet be prepared for any election in which voter approval is sought for funding and implementing a high capacity transportation system.  Distinguishes between the official voter's pamphlet and the document produced by a transit agency describing the proposed high capacity transportation system.
