     On page 2, line 9, after "ramps" insert "unless the lane is being used to pass a vehicle which is traveling below the posted speed limit"

EFFECT:  The amendment provides that persons who use the HOV lanes to pass vehicles which are traveling below the speed limit are not subject to the new penalties.
