     On page 2, line 12, after "years." insert "Impeding traffic in designated lanes is declared to be an improper use of such lanes and is subject to the penalties provided in this section."

EFFECT:  Makes impeding traffic in HOV lanes subject to the same penalties as being in the lanes without the required number of persons.
