     On page 31, after line 2, insert:

     "NEW SECTION.  Sec. 19.  A new section is added to chapter 18.04 RCW to read as follows:

     Before adopting any educational requirements that will require a candidate who is applying for the certificate of "certified public accountant" to complete more than one hundred thirty semester hours or the equivalent in quarter hours of college or university education, the board shall:

     (1)  In consultation with the higher education coordinating board and institutions of higher education, complete a study that shall include but need not be limited to the following:

     (a)  The costs to candidates and the state of adopting the requirement;

     (b)  The benefits to candidates, the state, and the profession of adopting the requirement;

     (c)  An analysis of the impact of any similar requirement in other states on candidates, the state, and the profession;

     (d)  The numbers of additional enrollments at public institutions of higher education that may need to be approved by the legislature in order to ensure that students meeting the requirement do not displace other students; 

     (e)  The types of undergraduate or graduate courses that should be required or recommended; and

     (f)  The possible impact of the requirement on potential candidates from various socio-economic backgrounds, including low-income, lower middle-income, and middle-income families.  This impact shall include consideration of the educational loan burdens some students may incur while acquiring the additional credits.

     (2)  The board shall report its findings and recommendations to the governor and the house of representatives and senate fiscal, higher education, and government committees for review and comment."

EFFECT:  The State Board of Accountancy is permitted but not required to adopt specified educational requirements for CPA candidates.  The requirements may include, but need not be limited to a baccalaureate degree with an accounting concentration or its equivalent.  Before adopting a requirement that a CPA candidate must complete more than 130 semester hours or the equivalent of college or university education, the board must complete a study of the impacts of that type of requirement, and report its findings and recommendations to the governor and appropriate legislative committees.  In performing the study, the board will consult with the Higher Education Coordinating Board and institutions of higher education.  The elements to be considered in the study are described.
