On page 4, line 2, after "received." insert:

"(3) Within six months of application, eligible applicants for aid to families with dependent children who are under the age of twenty-one who do not have a high school diploma or GED at the time of application shall enroll in, and show satisfactory progress toward completion of, a high school or a GED degree. Failure to do so shall result in termination from the program for at least ninety days. A recipient is exempt from this section if (1) he or she is the parent of a child under three months of age, living in the home; or (2) child care is needed for the teenager to attend school, but licensed or certified child care is not available; or (3) transportation to and from child care is needed for the recipient's child and there is no transportation available."
