     On page 3, after line 17, insert the following:

     "(4) Modified zero-based budget review means the procedures as described in section 1(1) through (6) of House Bill No. 2704."

     On page 17, after line 18, insert the following:

     "(3)  The office of financial management shall conduct a modified zero-based budget review on a schedule consistent with sections 2 through 4 of House Bill No. 2704."

Renumber the remaining subsections consecutively and correct internal references accordingly.

EFFECT:  Incorporates principles of modified zero-base budget review and timelines for zero-based budget review into Chapter 43.88 RCW, the Budget and Accounting Act.
