     On page 2, line 23, after "facilities." insert "With respect to any nonprofit corporation receiving financing hereunder, which also receives payments pursuant to a contract with the state, the issuance of bonds by the commission shall not imply any expectation or obligation of the state to continue such payments beyond the terms of then-existing contracts."

EFFECT:  Makes clear that bond financings for nonprofit corporations receiving contractual payments from the state may not imply any expectation or obligation of the state to continue to make payments beyond existing contract terms.
