     On page 17, after line 5, insert:

     "The appropriation in this subsection is subject to the following conditions and limitations:

     (a)   In selecting a site for the data center and office building the department of information services shall not limit the potential sites to Thurston county.  The department of information services shall consider the costs and benefits of potential sites located throughout Washington state.  The department shall report to the office of financial management and the legislature on the most cost-effective sites.  The appropriation in this subsection shall not be expended for land acquisition until the building site has been approved by the office of financial management.

     (b)"

     On page 17, line 21, strike "$5,200,000" and insert "$2,600,000"

     On page 17, line 25, strike "$63,600,000" and insert "$61,000,000"

EFFECT:  Reduces the appropriation for design and land acquisition for the DIS headquarters to $2.6 million. Requires the Department of Information Services to  consider potential sites for the data center and office building from throughout Washington State, and to report to the Office of Financial Management and Legislature on the most cost-effective sites.  Requires that the Office of Financial Management approve the site before the appropriation can be spent for land acquisition.
