     On page 2, line 30, after "increases." insert "Incentives, for the purposes of providing opportunities for supplementary salaries and benefits under this section, shall be defined as being activities designed to result in a measurable enhancement of student learning.  Incentives may be provided to an individual or group of certificated instructional staff.  Incentive programs must be pre-approved as to amounts and expected student outcomes.  School districts shall maintain records regarding additional time, additional responsibilities, and incentives as authorized in this section. "
