     On page 28, line 18, after "manner." insert "Any recommendations of the commission made under subsection (5)(c) of this section that provide for assessments or premiums of employers, employees, or both, or that increase any premium requirements for employers, employees, or both, in effect on December 1, 1993, may not be implemented until appropriate legislation has been submitted to the people for their adoption and ratification, or rejection, at the next succeeding general election to be held in this state, in accordance with Article II, section 1 of the state Constitution, as amended, and the laws adopted to facilitate the operation thereof."

EFFECT:  Adds a requirement that the implementing the financing recommendations of the commission that add or increase premium costs for employers or employees must be submitted to a vote of the people.
