    On page 8, beginning on line 4 of the amendment, after "commission." strike all language through "business." on line 26, and insert "The commission shall consist of thirteen members appointed by the governor with the consent of the senate.  One member other than the administrator of the Washington health care authority shall be designated by the governor as chair.  In appointing members, the governor shall ensure that:

    (a)  Three of the members represent health service providers, one of whom shall represent physicians, one of whom shall represent hospitals, and one of whom shall represent all other health service providers;

    (b)  Three of the members represent insurance carriers, one of whom shall represent disability insurers, one of whom shall represent health care service contractors, and one of whom shall represent health maintenance organizations;

    (c)  Two of the members represent health service purchasers, one of whom shall represent large employers, and one of whom shall represent small employers;

    (d)  Four of the members represent the public, two of whom shall represent health service consumers, one of whom shall represent local public health departments, and one of whom shall represent employee organizations; and

    (e)  One member shall be the administrator of the Washington health care authority, or his or her designee.

    Members shall serve four-year terms.  Of the initial members appointed to the council, four shall serve for two years, four shall serve for three years, and four shall serve for four years.  Thereafter members shall be appointed to four-year terms.  Vacancies shall be filled by appointment for the remainder of the unexpired term of the position being vacated. 

    (3) The chair of the council shall serve at the pleasure of the governor and shall be a full-time employee.  The chair shall be exempt from the provisions of chapter 41.06 RCW, and shall be paid a salary to be fixed by the governor in accordance with RCW 43.03.040.

    (4) The members, exclusive of the chair, shall be compensated as provided in RCW 43.03.250.  The members, exclusive of the chair, shall be reimbursed for travel expenses as provided in RCW 43.03.050 and 43.03.060.

    (5)  A majority of the members of the commission constitutes a quorum for the conduct of business."
