     On page 37, line 23, after "adopted" strike "pursuant to section 5 of this act and from time to time revised by the Washington health services commission" and insert "by the legislature pursuant to the commission's design and recommendation"

     On page 37, line 26, after "rate" strike "determined and from time to time revised" and insert "approved"

     On page 37, line 27, after "the" strike "Washington health services commission" and insert "Washington State Insurance Commissioner"

EFFECT:  Makes the legislature the final decision maker on the uniform health benefits package (minimum coverage for every covered citizen) rather than the Health Services Commission and restores the approval of maximum rate for group disability issuers' plans (insurers, contractors, & HMOs) to the Insurance Commissioner.
