On page 5, line 7, after "area." insert "In addition to the system plan requirements contained in RCW 81.104.100(2)(d), the system plan submitted to voters shall contain an equity element which:

(i) identifies revenues anticipated to be generated by corridor and by county within the authority's boundaries;

(ii) identifies the phasing of construction and operation of high capacity system facilities, services, and benefits in each corridor; and

(iii) identifies the degree to which revenues generated within each county will benefit the residents of that county."

EFFECT: Requires that the HCT system plan identify: Revenues to be generated by county and by HCT corridor; the phasing of construction and operation of HCT facilities, services and benefits in each corridor; and the degree to which revenues from each county benefit residents of the county.
