     On page 5, line 2, after "services." insert "The plan shall provide that at least one-third of the moneys generated by tax sources shall be utilized for facilities and services which support, but are not directly a part of, a dedicated right of way or vehicle which operates exclusively on a dedicated right of way.  These facilities and services include but are not limited to bus purchase and operation, park and ride lots, and station components associated with support services."

EFFECT:  Requires that at least one-third of taxes for high capacity be used for high capacity supporting services.
