Renumber the remaining subsections consecutively and correct internal references accordingly.

On page 36, after line 8, insert:

"(4) The regional transportation plan shall, in part, be made up of the transportation elements of local comprehensive plans adopted by cities and counties within the region and the inclusion of a project or program in the local comprehensive plan shall satisfy consistency."

On page 38, line 10, after "shall" strike all material through "RCW" on line 18 and insert "provide comment to the agency or political subdivision as to their plan consistency"

EFFECT: Changes current practices under existing law to provide that council may comment to local governments regarding consistency of local plans and regional transportation plan, rather than requiring consistency of those plans. Removes the council duty to certify that countywide planning policies developed under GMA and the regional transportation plan are consistent. Specifies that the regional transportation plan be in part made up of transportation elements of local comprehensive plans.
